The Federal Aviation Administration (FAA), AAQ-500 - Regional Acquisitions, College Park, GA, is issuing Screening Information Request (SIR) Number 697DCK-19-R-00425 Grounds Maintenance, for the Knoxville System Support Center, TN. as detailed in the Specifications attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this advertisement.

NOTICE: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAAbs Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the Federal Acquisition Regulation (FAR).

The NAICS code for this acquisition is 561730, Landscaping Services, and the small business size standard is $ 7.50 million average annual receipts over the past 3 fiscal years.

SITE VISIT
The FAA urges and expects offerors to inspect the site where the work will be performed. A site visits will be scheduled the week of June 24th, 2019. Please EMAIL Scott Burns, scott.burns@faa.gov, to schedule and provide a list of attendees No Later Than 20 JUNE 2019. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED.

OFFER SUBMISSION
Please see Part IV b Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. All offers must be submitted NO LATER THAN 3 JULY 2019, 6:00 PM (ET). Any responses received after this date and time, will be deliberated in accordance with AMS provision 3.2.2.3-14, bLate Submissions, Modifications, and Withdrawals of Submittals.b

PLEASE REFERENCE THE SIR NUMBER IN ALL CORRESPONDENCES TO ENSURE PROMPT AND PROPER PROCESSING. EMAILS WITH ATTACHMENTS THAT DO NOT REFERENCE A CONTRACT/SIR NUMBER IN THE BODY OF THE MESSAGE OR THE SUBJECT LINE, WILL BE DISREGARDED TO PREVENT THE SPREAD OF COMPUTER VIRUSES.

SET ASIDE
This requirement is offered to all responsive Small Business concerns that will be considered using a tiered order of precedence as described in Section M of the SIR.

EVALUATION
Offers will be evaluated using criteria described in Section M of the SIR. Please see Part IV b Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement.

No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFO must be received three (3) days prior to the date set aside for offers due. All correspondences shall contain the SIR # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.

Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. The Government reserves the right to award on a multiple award or an all or none basis.
