Facilities Management at Sandia National Laboratories (Livermore, CA) operates and maintains existing buildings and utilities. The campus is comprised of 410 acres. The main campus of 134 acres and approximately 90 buildings, with an estimated 900,000 square feet of building space, with associated roads, parking lots, pathways, and other impervious surfaces includes turf areas, fields, hardscapes, ground cover, and catch basins; storm drain outlets; water way canals and channels and is surrounded by 276 acres of undeveloped land.

Offeror shall provide all personnel, vehicles, equipment, tools, materials, NTESS approved chemicals, and supervision to ensure that grounds maintenance is performed in a satisfactory manner to maintain the following existing grounds: lawns, ground cover and planter beds; shrubs and trees including, weed control and application of herbicides/fertilizers; field mowing and transitional landscape areas, including the Arroyo Seco; storm drain systems inspections, walkways, parking lots, building entrances, maintenance of fire breaks; maintenance actions and replacement of sprinkler heads on an as-needed basis; erosion control and soil stabilization; incidental planting and removal of shrubs and trees; and recordkeeping and reporting. Services shall also include any incidental, non-substantial, modifications or changes that may arise as a result of Sandia National Laboratory site modifications or weather occurrences. Additionally, services such as an annual tree survey and annual de-icing of walk-ways, shall be provided by the Offeror.


Mandatory Requirements:


1.    Offeror shall maintain or be willing to establish a place of business within a 100-mile radius of the project site (Livermore, CA) and attest to their ability to provide NTESS with one Point of Contact for services listed in the general scope of work. Further, if Offeror receives an RFQ, they must be present for the specified mandatory pre-bid conference/walk-through.


2.    Offeror shall have a minimum five (5) years of experience in similar contracts / executing work similar to the scope described herein. Provide 3 recent examples of similar contracts. Include company name, duration of contract, and services executed under the contract.


3.    Offeror shall attest to their ability to provide personnel to perform work who are U.S Citizens. Obtaining Department of Energy (DOE) "L" level security clearances will be required. 4.    Offeror must attest to their ability to show proof that either they or their subcontractor(s) possess valid California Driver's license for personnel and shall submit a copy of the following valid license(s): C-27 Landscaping License and shall hold a current Qualified Applicator License Pest Control Category B. License(s) shall include expiration dates. NTESS may verify that license(s) have never been suspended or revoked for any reason.


5.    Offeror shall attest they can submit a readable (non-scanned) electronic version of their IIPP as required by and compliant with Title 8 of the California Code of Regulations (T8CCR) Section 3203 and the NTESS CA Facilities' Section 01 35 24 Owner Safety Requirement - Service and Warranty specification.


6.    Offeror must attest to the fact that NAICS code 561730: Landscaping Services is currently on their System for Award Management (SAM) report or will be on their SAM report prior to the RFQ release date. Offerors that do not have NAICS code 561730 on their SAM report will be ineligible to receive an RFQ. Further, Offeror cannot presently be on the Government Debarred List as debarred, suspended, or proposed for debarment.


7.    Offeror shall attest to the fact they are NOT foreign owned and are able to obtain a Foreign Ownership Control or Influence certification (FOCI) clearance.
