The National Cemetery Administration is soliciting small business offers under Solicitation No. 36C78619R0072 for mowing and trimming grass; installing, cleaning and raise and realigning headstones and turf renovation as part of regular grounds maintenance at Great Lakes National Cemetery; 4200 Belford Road; Holly, MI 48442

Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes.

Site visit: Thursday, October 3, 2019 at 10:00 local. This is the only scheduled site visit.

THERE IS NO INCUMBENT CONTRACT.

Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Past Performance is considered of greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Discussions may not be held.

Factors that will be evaluated to determine award are past performance, technical approach, and price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors.

This solicitation is being issued as set aside for small business concerns in conjunction with FAR Part 13 and 15. The NAICS Code is 561730.B Size standard is $7.5 Million.B Electronic solicitations will be available for download from http://www.fbo.gov on or about September 25, 2019

Responses to the solicitation are due by noon Eastern time on Wednesday, October 30, 2019.

Any amendments to the solicitation will also be available at www.fbo.gov.B Offerors are advised they are responsible for obtaining any amendments.B

Information shall be submitted in the manner requested in Section E.

Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
