The Naval Air Systems Command (NAVAIR) intends to issue a contract action to Raytheon BBN Technologies Corporation, 10 Moulton Street, Cambridge, MA 02138-119 on an other than full and open basis for the procurement of software design, development, and improvement of the Ground Replay System (GRS) engineering tool, which is used for high-fidelity mission reconstruction of P-8A sorties. The primary objective focuses on expanding the GRS engineering tool to support new Air Anti-Submarine Warfare (ASW) capabilities in expanding coherent processing and displays required for a Multi-static Active Coherent Enhancements (MAC-E) Post Flight Analysis (PFA) capability.


Contract action award is planned to occur in 3rd Quarter FY20. The planned period of performance is 5 years, which includes a base year and four option periods. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Raytheon BBN is the sole designer, developer, and manufacturer of the GRS, and is the only company with the requisite knowledge, experience, and technical data that can meet the Government's requirement. Raytheon BBN proprietary technical data is required for sustainment and improvements of the engineering tool.


The 2 May 2019 Sources Sought Notice provided the opportunity for interested persons by 17 May 2019 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government has completed its review of all written information submitted on or before 17 May 2019 in response to the Sources Sought Notice. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
