The U.S. Environmental Protection Agency (EPA), Office of Acquisition Resource Management (OARM) on behalf of the Office of Research and Development (ORD), National Exposure Research Lab (NERL) in Cincinnati, Ohio and under the authority of FAR Part 13; NAICS - 541712 "Environmental Research and Development Laboratories or Services (except biotechnology research and development), anticipates awarding a firm fixed price purchase order for the services specified in the attached Statement of Work (SOW) and its attachments as they relate to the Grant Park Beach Study (Milwaukee, Wisconsin). The total period of performance is anticipated to last six (6) months, beginning on or about April 30, 2015 thru September 30, 2015. NOTE: In order to do business with the Federal Government, you must be registered in the System for Award Management (SAM). This registration is free and can be done at: www.sam.gov . Registration confirmation takes 10-12 business days. (registration must be completed by award date). You also must be registered in the Government Point of Entry: www.fedconnect.net (which is also free) to receive and accept any updates to this requirement. This requirement will also be posted on www.fbo.gov, however all attachments can only be found on FedConnect. NO PHONE CALLS WILL BE ACCEPTED AT THIS TIME. Please direct all inquiries to: scott.elaine@epa.gov. Any questions relating to this solicitation must be directed to the Contracting Officer via email (scott.elaine@epa.gov) no later than March 30, 2015 - 2PM EST. There will be a question and answer session on April 1, 2015 at 12 noon, EST via a conferenced phone line. Please submit your interest to participate in this Q&A session to the Contracting Officer at: scott.elaine@epa.gov by March 30, 2015 - 12 noon EST, at which time you will be provided a call-in number. All interested contractors can call in at that time to participate. All proposals must be sent to the C ontracting Officer via email to: scott.elaine@epa.gov no later than April 6, 2015 at 2:00 PM, EST - (technical and cost proposals shall come as separate files). Under the authority of FAR 13.106-1(iv)(b), the Contracting Officer also has the discretion not to compete this requirement.
