1. The following guidance is provided to your company in an effort to clarify the award process utilizing best value practices. This acquisition is being solicited as a 100% small business set aside. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with this solicitation.
2. Award shall be made by Best Value with Past Performance being significantly more
important than Price. An assessment shall be conducted on performance risk based on the offeror's recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on the performance risk assigned. The solicitation is a Request for Proposal (RFP), a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award.
3. In addition to implementing the Best Value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.
4. Contractors must be registered in System for Award Management in order to be considered for award. Registration may be accomplished at web site: www.sam.gov.
5. It is the contractor's responsibility to check FedBizOpps (https://www.fbo.gov/) for any amendments/changes to solicitation.
