The Council accomplishes its mandates through several different avenues. Some
activities are carried out by Council staff. Others are accomplished by partnering
with other established agencies and organizations to address areas of mutual
concern. Finally, the Council identifies gaps in service delivery and provides subgrants
to agencies and organizations to develop and implement demonstration
projects that address ways to fill the gaps. The grant projects must target one of
the areas of emphasis listed in the state plan and set measurable outcomes that
relate to the goals developed by the Council.

Wyoming Governor's Planning Council on Developmental Disabilities was created
in 1976. The Governor, under the authority of W.S. 9-1-217, created the Council as
an avenue to receive federal funds available under the DD Bill of Rights Assistance
Act. Part B of the Act provides for the establishment of State Developmental
Disabilities Councils to:
"promote, through systematic change, capacity building and
advocacy, development of a consumer and family-centered,
comprehensive system and a coordinated array of culturally
competent services, supports, and other assistance designed to
achieve independence, productivity, integration and inclusion into the
community for individuals with developmental disabilities."
