This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential sources for market research purposes for Blanket Purchase Agreements for auction services of Government-owned vehicles and equipment.

The work includes, but is not limited to the following:

a. The contractor shall transport and provide a storage facility off Government property to perform auctioning of approximately 115 Government vehicles. The vehicles and equipment will consist of various sizes of trucks, vans, cranes, and various types of construction equipment.
Vehicles are 10,001 lbs. gross weight (GVW) and greater, including 2-ton stake trucks; ammo handlers; cranes; forklifts; sweepers; and special purpose equipment such as manlifts, and welding machines.

b. The Contractor shall provide tow trucks that are in compliance with the applicable Federal, State of Hawaii, and City and County of Honolulu equipment related laws, rules and regulations. The Contractor shall provide trucks with towing and lifting capabilities rated to handle the various weight classes of vehicles. All trucks and other towing equipment shall be equipped with headlights, tail lights, red reflectors, stop lights, warning lights, etc., plus one (1) white utility light (adjustable or portable).
Provide power winch(es) by power take off (PTO) from transmission or electric hydraulic pump, and equipped with safety dogs or equivalent braking devices. Provide secondary safety cable or chain attached between the tow truck and vehicle whenever towing on a public road or highway. Provide safety straps to secure the vehicles axle to the hydraulic wheel lift assembly. Equip trucks with communication equipment (i.e., CB radio, cellular phone).

c. The Contractor shall perform vehicle/equipment transport services between Governments Facility and Contractors Site. If equipment is not sold at auction, the Contractor shall transport equipment back to the Governments Facility at no additional cost to the Government.
Qualified vehicle and equipment operators are to be provided and vehicles and equipment are transported within the designated time.

The NAICS Code for this procurement is 561990 and the annual size standard is $11,000,000.

Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than September 28, 2018. Interested sources shall indicate that they are capable of providing the required services and must provide: (1) Full name and address of the firm; (2) DUNs number; and (3) Size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman-owned small business). Provide customer references for whom you have done similar auction services within the past five years.

No other information is required at this time. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.
An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources.
