Offerors shall respond to this RFQ via email response to: Marcus R. de la Cruz, E-mail: marcus.de_la_cruz.1@us.af.mil, Phone: (210) 671-1714, no later than 2:00PM CST, Wednesday, 15 July 2016 in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made; the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
Contractor's quotes shall include:
1. SF 18 with blocks 12 through 16 completed
2. A detailed cost breakdown associated with the work required by the Statement of Work in a format similar to RS Means/E4 Clicks
3. A completed bid schedule
4. Complete applicable Representations and Certifications listed in RFQ

Site visit will be conducted Friday, 1 July 2016 at 2:00 PM CST. E-mail Marcus R. de la Cruz for base access. Required information for all person attending is Full Name (as it appears on drivers license), Date of Birth, Driver License Number / Issuing State). Provide all information for base access no later than Thursday, 30 June 2016 at 9:00AM CST. Questions must be submitted no later than 3:00PM CST Friday 8 July 2016 to Paul Kraus via email response to: Paul Kraus, E-mail: paul.kraus.1@us.af.mil, Phone: (210) 671-1792. Questions submitted after the deadline will not be responded to.


Special Notes and Instructions:


1. Davis Bacon Act is strictly enforced, General Decision Building, TX20150280 05/27/2016 TX280
2. This is a notice that this order is a total set-aside for HubZone Small Business concerns. Only quotes submitted by HubZone owned small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not an HubZone small business concern will not be considered for award. FAR Part 13 procedures will apply in the awarding of this contract. Award will be based on best value to the Government.
3. Basis for Award. 502d CONS/JBKADC will issue a purchase order to the contractor who is determined to offer the best value to the Government.
4. The magnitude of this project is between $25,000 and $100,000. (FAR 36.204)
5. Best Value Determination. The Government will evaluate/issue orders based on Best value through an assessment of Contractors' cost only.
6. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current. To register or update former SAM Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
