The Department of Veterans Affairs, National Cemetery Administration, intends to issue an Invitation for Bid (IFB) number VA786A-17-B-0018, A. BID ITEM 1, GENERAL CONSTRUCTION: Provide all labor, materials, tools, equipment and services to install all work shown on the plans and described in the specifications to repair roads, curbs, storm drainage and replace signage as shown in the drawings and described in the specifications. Work includes but is not limited to: demolition, grading, erosion control; nine (9) phases of road reconstruction including full-depth reclamation with cement (FDR-C), asphalt overlay, removal and replacement of curb and gutter and storm sewer, chipseal and slurry seal; fabrication and installation of signage and site amenities, irrigation, landscape maintenance, sod installation, and certain other items and specific tasks as further defined by the drawings and specifications. The solicitation will be issued approximately December 22, 2016.

Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications, and drawings will be posted on Federal Business Opportunities (www.fbo.gov).

This solicitation is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Firms must be registered in the System for Award Management database at www.sam.gov and have completed online certifications and representations prior to award; www.cpscontractor.nih.gov and www.dol.gov/vets/vets4212.htm.

There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package.

Project Magnitude: Between $5,000,000.00 and $10,000,000.00

Period of Performance: 300 Calendar Days after Notice to Proceed.

The Contract Specialist will not be able to answer any questions to this notice until an IFB is issued. Once the IFB is issued, interested parties must submit questions in accordance with the instructions listed in the IFB. Questions will be answered through an amendment to the solicitation.

All interested parties should register via Federal Business Opportunities Interested Vendors List. It is the responsibility of the offeror to obtain solicitation and amendment information from Federal Business Opportunities. All amendments to this solicitation must be acknowledged.
