Market Research on Development of DoD IT System

The Defense Security Cooperation Agency (DSCA) is conducting market research in support of a possible contract to replace the Global Theater Security Cooperation Management Information System (G-TSCMIS). The goal is to provide a technology capability to facilitate and integrate planning, budgeting, program design, assessment, monitoring, evaluation, and reporting in support of all U.S. security cooperation activities.


DSCA invites you to submit a capabilities brief and/or brief your company's approach on February 25-26 for 60 minutes. Briefings should present the proposed technical approach, timeline, rough cost estimate, projection of length of time necessary to secure authority to operate, and expected support required from the Government. Companies interested in briefing should contact dsca.ncr.lmo.mbx.info@mail.mil by 21 February 2019. Briefs may be submitted in any format to dsca.ncr.lmo.mbx.info@mail.mil no later than 26 February 2019.


Sample User Cases
• A DoD employee would like to execute a training program for a foreign partner. He drafts an initial proposal using a set template and submits it via the system to several other DoD employees at different organizations who add to the proposal and approve it or return it to him for additional information. When the initial proposal is approved, it moves to a second phase where various employees add additional detail to the proposal and submit it for approval by additional employees. Once the proposal is approved for execution, the system incorporates execution data from various other existing DoD systems (e.g., costing and delivery data). Once the proposal is executed, employees may input or upload information associated with execution -e.g., monitoring and evaluation data.
• A strategic user can log into the system and see a dashboard with aggregated data on topics of his or her choice (e.g., statistics related to activities within a certain region and/or time period).
• A strategic user can log into the system and run ad hoc reports according to any field name.

Functional Objectives:
• The System will manage configurable workflows for approximately 40 distinct security cooperation programs. The workflows will allow users to submit proposals according to set templates, input or upload and store data, review others' data, indicate their approval of activities or portions of activities, return or forward actions to other users, and mark milestones.
• The System will allow users to run ad hoc reports on all data elements, including those associated with one or more of the security cooperation programs.
• The System will provide the capability to create customizable dashboards and other strategic visualization tools that may support data analytics and overall decision-making.
• The System will reflect data from multiple other DoD system.


Other Requirements
• The System will function on both NIPR and SIPR.
• The System will permit customizable user rights (e.g., view, edit, approve) for different sections of each workflow.
• The System will transfer data from NIPRNET to SIPRNET environments using an approved Cross Domain Solution (CDS).
• The System will accommodate 100 concurrent users and 3,000 overall users, and be scalable to permit additional users.


DSCA prefers an exclusively commercial off-the-shelf (COTS) product, but will consider alternatives.

No classified information including For Official Use Only (FOUO) will be discussed.
Source selection sensitive or contractor proprietary information will not be disclosed.
