The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-17-R-0169 for Global Readiness and Force Management Enterprise (GRFME). Multiple awards are anticipated.
This acquisition is partially a follow-on procurement to the multiple award contract (MAC) N66001-13-D-0073 through 0076 for Defense Readiness Reporting System Strategic (DRRS-S). N66001-13-D-0073 through 0076 were awarded as multiple award, Indefinite- Delivery, Indefinite-Quantity (IDIQ) contracts to Concurrent Technologies Corporation (CTC), Science Applications International Corporation (SAIC), InnovaSystems International, LLC (InnovaSystems), and Gryphon Technologies LC (Gryphon). This acquisition also incorporates a portion of work previously performed under N66001-13-D- 0044 and -0045 Defense Readiness Reporting System - Navy (DRRS-N) (specifically, the portion of work relates to the Navy Expeditionary Combat Command Readiness and Cost Reporting Program (RCRP) and the Aviation Maintenance Supply Readiness Reporting (AMSRR) system).
This acquisition also includes emerging requirements for systems engineering, software design/development, integration, testing, installation, training, life cycle maintenance, procurement support, help desk services, management support, and system documentation for GRFME which encompasses the (DRRS-S) and all systems reporting readiness data into the DRRS enterprise.
For this requirement, a market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 27 April 2015, reference number SSC- Pacific_MKTSVY_11C262. Based upon evaluation of the responses to the market survey, SSC Pacific intends to compete the full scope of the requirement on an unrestricted basis (i.e., a full and open competition). Both large and small businesses can compete for the procurement.
The anticipated contract type will be Cost-Plus-Fixed-Fee IDIQ with one two-year base period and one three-year option period. Subsequent Task Orders will be issued for individual efforts.
The estimated level of effort, based upon Full Time Equivalents (FTE's), will be approximately 79 per year in the 1st year and 135 FTE by the 5th year. Each FTE is estimated to be 1,920 hours per year. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business Size Standard is $38.5M.
SSC Pacific anticipates that the final RFP for N66001-17-R-0169 will be released in December 2016. The final RFP will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e- commerce.spawar.navy.mil under SSC Pacific "Open Solicitations". Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
