The US Air Force Life Cycle Management Center (AFLCMC) intends to issue a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (named GH EPIC II) to Northrop Grumman Aerospace Systems, a sector of Northrop Grumman Systems Corporation, for development, production, modernization, retrofit, and sustainment activities for all US Air Force Global Hawk (GH) variants. The Global Hawk Program Office (GHPO) anticipates establishing an ordering period covering fiscal years 2021 through 2025 on this ID/IQ contract. The performance period is anticipated to last through fiscal year 2030. The anticipated ceiling is $4.8 billion.


Sources Sought Synopsis (SSS) GH-SSS-2018-1 was issued on 23 April 2018. Results from the SSS did not indicate any source other than Northrop Grumman Systems Corporation could perform the work under this contract at the prime level without the government incurring unacceptable delays and substantial duplication of costs not recoverable through competition. The government anticipates awarding this contract under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The solicitation will be issued under the authority of Class Justification and Approval (J&A) AFLCMC/WIG-19-J&A-01. This Class J&A authorizes using Other Than Full and Open Competition procedures and will be posted within 14 days after contract award, in accordance with FAR 6.305(a).


This IDIQ is a follow-on effort to numerous GH contracts, including the existing and previous IDIQ contracts (FA8620-15-D-3009, awarded 30 Sept 2015; FA8620-13-D-3014, awarded 15 May 2013); Engineering and Manufacturing Development (EMD) contract (F33657-01-C-4600, awarded 15 Mar 2001); all production lot contracts; and three sustainment basic ordering agreements and their respective orders.


All responsible sources may submit a capability statement to the Contracting Officer by the date listed in this notice to be considered by the agency. Respondents shall specify status as a large business, small business, 8(a) concern, women-owned small business, economical disadvantaged women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP), nor does it restrict the Government to an ultimate acquisition approach. The government will not reimburse any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
