Description(s):
This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.
Introduction:
The U.S. Agency for Global Media (USAGM) intends to contract by means of other than full and open competition and enter into a sole source contract with Gallup, Inc, 901 F Street, NW, Washington DC 20004. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 3304(a)(1), which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source … and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for."
Description of the Requirement:
The United States Agency for Global Media (USAGM) is seeking to procure a contract with a vendor for access to its global yearly polling data analytics service, surveys, basic Instrument customization, acquisition of data, and basic data Quality Control.
For its audience research and reporting, USAGM requires access to a global survey network and accompanying data set through which it can cross-tabulate audience findings.
The primary purpose is to reduce risk and decrease inefficiencies related to the government fulfilling its research needs while increasing research capabilities with access to a yearly updated global dataset.
The required service can only be provided to the USAGM by Gallup, Inc. The nature of the proposed sole source award requires that the unique services and supplies for this procurement are to be provided by Gallup, Inc. USAGM anticipates the award of a single firm-fixed price contract.
This notice of intent is not a request for capability statements or competitive proposals. However, all capability statements received within five (10) business days of the issuance of this notice may be considered by the agency based on Brand Name or Equal. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government.
No telephone responses of an interested firm’s statements of interest or capabilities will be accepted by the USAGM for this notice.
Period of Performance:
The contract period of performance for this contract is estimated to be a (12) month base period and (4) 1-year option periods from date of award.
