Glasshouse
Proposed procurement is for a Glasshouse for Defense Threat Reduction Agency( DTRA) - Nevada Operations Office, at the National Nuclear Security Site (NNSS)
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written solicitation will not be issued. The Statement of Work, Specifications List, and Glasshouse Drawings which will be available at the link provided in this notice.
2. Solicitation number HDTRA2-15-T-0002 is issued as a Request for Quotation (RFQ)
3. This RFQ incorporates provisions and clauses in effect through Federal Acquisitions Circular 2005-77 and DFARS Change Notice 20141014.
4. The Government is not liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement.
5. This acquisition is a 100% Small Business Set-Aside IAW FAR 19.502-2(a) under North American Industry Classification System (NAICS) Code 332311 with a size standard of 500 employees.
6. Description of Requirement: Glasshouse shall be fully assembled and fork-liftable , 10ft (W) x 24ft (L) x 8ft (H) in accordance with the Statement of Work; Specification List and Drawings provided in the link of this notice.
7. Delivery Date: 45 days After Receipt of Order.
8. The clause 52.247-34 FOB destination applies to this solicitation.
9. The provision 52.212-1, Instruction to Offerors - Commercial Items applies to this acquisition.
10. The provision 52.212-3, Offeror Representation and Certifications applies to this acquisition - An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representation and certificates electronically via https:/www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the Systems for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

12. The clause - 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Deviation) applies to this acquisition.
13. Submit signed and dated offers to point of the contact listed in this announcement on or before 07 November 2014, 12pm MST. Offers must be valid for at least (60) days. At a minimum, offers must include - (a) The solicitation number. (b) The time specified in the solicitation for receipt of offers; (c) The name, address, telephone number, CAGE and DUNS number of the offeror; (d) Price and any discount terms; (e) Acknowledgment of Solicitation Amendments if they apply; (f) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Also, see paragraph 17 for additional information to include in offers. Note: Offers that reject the terms and conditions of this RFQ may be excluded from consideration.

16. EVALUATION CRITERIA - SAP
Price and compliance with solicitation requirements are the evaluation
factors. Only those offers that explicitly demonstrate compliance with the
Solicitation and attachments (Statement of Work, Drawings and Specifications)
will be considered for contract award. Award will be made to the offeror submitting the lowest priced offer that meets all solicitation requirements.
17. Additional INSTRUCTIONS FOR PREPARING QUOTES
Price shall be provided for the glasshouse being proposed. Offers shall identify whether shipping costs to the destination are included in the price. To demonstrate that the proposed Glasshouse meets the Solicitation requirements, all quotes shall include and list, item by item, the Quantity, Unit of Measure, and Description of all the elements of their proposed glasshouse. Offerors shall also include a drawing of their proposed Glasshouse with their offer. The drawing shall identify the locations of the twelve (12) items listed on the solicitation drawing (i.e. Switches, 110V Duplex, 220V Outlet, etc.). Offers not including the information requested by the RFQ will not be considered.
