Genomic Profiling - Notice of Intent to Sole Source
The Centers for Disease Control (CDC) /National Institute for Occupational Safety and Health (NIOSH)/ Health Effects Laboratory Division (HELD) intends to award a sole source firm fixed price Purchase Order to the BioMedical Research Core Facilities (BRCF) - Microarray Core at the University of Michigan for the purchase of genomic profiling in accordance with the attached Statement of Work.
The government will provide animal tissue samples, and the contractor will perform mRNA and miRNA profiling including standard GeneChip WT PLUS RNA processing and FlashTag miRNA processing of the types and quantities shown on the attached list. The BRCF at the University of Michigan provided data for similar tests in previous years and using the identical platforms to perform these genomic assays is essential to ensure the scientific integrity of the NIOSH research.
Two attachments are included with this announcement: 1) the Statement of Work and 2) the list of genomic assays.
This procurement is for Commercial Items as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1).
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Although the government intends to issue a firm fixed price contract for this work, funds are not presently available. No award will be made until fiscal year 2017 funds have been made available.
