The County of Riverside Department of Child Support Services (DCSS) is the organizational unit mandated pursuant to federal and state law to implement in the County of Riverside, State of California, and the provisions of Title IV-D of the social security act. of wedlock, and upon request by a parent or custodian of such a child, or, whenever public assistance is expended for such a child, paternity is established or the alleged father be excluded by genetic tests.
