Office space is preferred to be contiguous above-ground, located on one level without being split by a public corridor, however, the Government may consider.
Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space.
Public and employee building entries should be separate.
The building must provide common area restrooms that comply with specifications in the RLP/lease or all applicable local codes. Restrooms must be located on each floor that the tenant agency occupies and be within 200’ of the tenant suite entry or entries. Restrooms shall not be located within the tenant space. The Government shall not pay for construction of rest rooms for use by either employees or visitors.
General office space shall have a ceiling height of a minimum 8’-0” AFF; 9’-0” is preferred.
The government requires a fully serviced lease. The Government shall have access to the space 24 hours a day, 7 days a week.
Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain.
The U.S. Government currently occupies office and related space in a building under lease in Westbury, NY that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The expressions of interest accrued from this advertisement will be incorporated into a cost benefit analysis to determine if alternative space is economically advantageous. Subsequent to this analysis, the Government will assess the need to tour alternative spaces.
This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement.
Use this language when the incumbent will likely be competing, and move & replication costs are anticipated.
Use this language when only considering existing buildings. Note that, in the event an offer submits a site for construction and it is determined to be a strong option for the Government, if this language is included in the original ad a second ad must be posted in order to accept the site for consideration.
Only use this language in the anticipation of remaining in place, or when time is of the essence such that would prevent the time frames required by new construction options.
At this time, the Government is only considering existing buildings, and will not consider new construction options.
Expressions of Interest must be received in writing no later than November 19, 2019 by 4:30 PM Eastern Time, and should include the following information at a minimum:
• Building name and address;
• Location of space in the building and date of availability;
• Rentable Square Feet (RSF) offered and full-service rental rate per RSF;
• ANSI/BOMA office area (ABOA) square feet offered and full-service rental rate per ABOA SF;
• Floor plans (as-built) identifying offered space;
• Name, address, telephone number, and email address of authorized contact.
Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
