Location:


•    It is preferred that the proposed building not be located near facilities such as night clubs, liquor stores, pawnshops, etc.; or in the immediate vicinity of any facilities identified as "hazardous materials transportation/storage facilities." Examples of hazardous locations include facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc., as well as railroad lines transporting hazardous material.


Building/Space Layout:


•    Offered space must be located on no more than one (1) contiguous floor; and all space must be contiguous. The space shall not be located where access is obscured, difficult, or where multiple turns are required.
•    Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences.
•    Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space.
•    A fully serviced lease is required.
•    Hours of Operation: 8:30 am to 5:30 PM Monday - Friday; but accessible 24/7.
•    Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease.
•    The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards.
•    Building must have a freight or designated elevator for deliveries.
•    Building must be located within walking distance of public transportation.
•    Offered space shall not be in the 100 or 500-year flood plain.
•    Proximity of offered space to amenities such as restaurants and shopping centers within ½ mile is preferred.
•    Offered parking must be within ½ mile of the building. The building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards (ABAAS).


 


Delineated Area:


To receive consideration, submitted properties must be located within the delineated area which is bounded by the following roads. Properties fronting any of the following roads are considered to be within the delineated area.


Starting at the intersection of E South St and S Wilmington St, take S Wilmington St north. At the intersection of S Wilmington and W Martin St, turn east on W Martin and then turn north onto S Preston St. Head north on S Preston St and turn west onto W Hargett St back towards S Wilmington. Turn back onto S Wilmington St heading north. Continue to the intersection of S Wilmington and W Peace St. and turn west onto W Peace St. At the intersection of W Peace and N West St, turn south into N West St. Continue south on N West to Tucker St and turn west onto Tucker St. At the intersection of Tucker St and Glenwood Ave, turn south on Glenwood Ave. Continue to the intersection of Glenwood Ave and W Morgan St. Turn east on W Morgan St and continue to the intersection of W Morgan and S Dawson St. At the intersection, take S Dawson St south. Continue to the intersection of S Dawson St and W Cabarrus St; take W Cabarrus St east and then quickly turn south into S Salisbury St. At the intersection of S Salisbury St. and W South St, turn east onto W South St and continue to the intersection of W South St and S Wilmington St.

Expressions of Interest Submission Instructions/Requirements:


Please provide the following basic information and descriptions pertaining to the building you propose for consideration.


All submissions should include the following information:
(1)    Name of owner;
(2)    Age of building;
(3)    Total existing gross square feet, and gross square feet per floor;
(4)    Site plan depicting the building and parking;
(5)    Floor plan and gross square footage of proposed space;
(6)    Identification of on-site parking;
(7)    Address or described location of building;
(8)    Location on map demonstrating the building lies within the delineated area;
(9)    FEMA map evidencing that the property lies outside the 100-year floodplain;
(10)    A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes;
(11)    Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and
(12)    Any information related to title issues, easements, or restrictions on the use of the building
Expressions of Interest


Interested offerors (owners, brokers, or their legal representatives) shall submit specific information concerning their properties via email to the GSA's broker Public Properties no later than 4:00 pm Eastern Time on May 10, 2017; additionally, questions can be sent via email or phone.
