THIS IS A PRESOLICITATION NOTICE FOR VA255-17-R-0311, MULTIPLE-AWARD TASK ORDER CONTRACT (MATOC) FOR GENERAL CONSTRUCTION; The Department of Veterans Affairs, Veterans Network Contracting Office 15 (NCO 15) has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property at medical facilities within Veterans Integrated Service Network 15 (VISN 15). The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via multiple award of Indefinite-Delivery Indefinite-Quantity construction contracts for nine (9) different medical centers in eight different locations. The eight (8) locations consist of: Columbia, MO; Kansas City, MO; Wichita, KS; Topeka, KS; Leavenworth, KS; St. Louis, MO (two medical centers); Marion, IL; and Popular Bluff, MO. Typical work includes, but is not be limited to: interior and exterior general construction work. The North American Industry Classification Code (NAICS Code) 236220 (Commercial and Institutional Building Construction). This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside procurement. The Small Business Size Standard is $36.5 million, with a PSC code of Z2DA. The term of the IDIQ Multi-Award Task Order Contract (MATOC) will be for a one-year Base Period from date of award, with four (4) one (1) year options. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects in VISN 15. All work will be in accordance with individual task order requirements, specifications and drawings provided with each project. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees.
TYPES OF CONSTRUCTION TASK ORDER:
1. Construction by General Construction Contractors, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns.
2. MATOC contractor shall be provided a 100% completed design document (drawings and specifications) to initiate and complete construction execution in accordance with contract requirements. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this solicitation will be a 100% Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). In accordance with FAR 52.204-7,System for Award Management Contractor Registration, 52.204-8 Annual Representation and Certification and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in System for Award Management (SAM) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://www.vip.vetbiz.gov. The solicitation package should be available for download August 7, 2017 and shall remain open for a minimum of thirty (30) days.
