This RFP is issued under the DOOR program and is based on an open, transparent, and fair
competition to increase supply and facilitate affordable housing through new construction, the
acquisition of existing rental stock, and/or conversion from non-residential buildings to
residential. The competition is open to both the private and not-for-profit sectors in the City of
Kingston and County of Frontenac. All DOOR funded units within a development must be
permanent, self-contained, residential rental units.
