The County, the City, and the Port are submitting a request for proposal to identify the
banking institution that can offer the highest quality service, create efficiencies, and take
advantage of new applicable technologies at the lowest overall costs. The banking
institution must be a full service bank, which can meet the statutory requirement of a
qualified Washington State public depository throughout the term of the Agreement (as
required by RCW 39.58).
