This is a combined synopsis for non-commercial items prepared in accordance with the format in FAR Part 13 procedures and supplemented with additional information included in this notice. The solicitation number is 1191S819Q0003 and is issued as a Request for Proposal [RFP]. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.

The US Forest Service Pacific Southwest Region (5) has a requirement for the fabrication and installation of four (4) Gates for the Holy Fire Burned Area Emergency Response [BAER], Cleveland National Forest, California.


This requirement is a total small business set-aside. The associated North American Industrial Classification System [NAICS] code for this procurement is 237310 with a small business size standard of $36.M. Only qualified small business offerors with the associated NAICS may submit proposals.


A firm-fixed-price contract award is anticipated. Period of performance shall be 102 calendar days. Estimated performance start is February 2019.


Interested parties are hereby notified that the solicitation is available exclusively on the Federal Business Opportunities (FedBizOpps, FBO) website - www.fbo.gov. The solicitation, attachments, and amendments will be published for viewing, printing, and downloading from the FBO website only. It is the potential offeror's responsibility to monitor FBO for the release of additional information or amendments. No hardcopy/paper versions of the solicitation or amendments will be distributed. All prospective bidders are responsible for visiting Federal Business Opportunities frequently and obtaining any amendments or other information pertaining to the solicitation.


Contractors MUST be registered in the System for Award Management [SAM] in order to receive a contract award from any USDA/FS activity. SAM information at www.sam.gov. Offerors may complete Representations and Certifications online via SAM at www.sam.gov.
Ensure DUNS and CAGE Code numbers are provided with the proposal. DUNS information at www.dnb.com.

In addition to the completing the SF1447 and submitting Price information via Section B.1 Bid Schedule, the offeror shall submit the proposal information in accordance with the following:

Name, Address, Telephone Number, and DUNS Number of the Offeror (i.e., the company name)


Name, Title, Phone Number, and e-mail address of the Offeror or Authorized Official



FAR Provision 52.212-7 Instructions to Offerors - Competitive Acquisition, is incorporated by reference and applies to this acquisition.


Davis-Bacon wage determination CA180001 dated 11/2/2018 is applicable and attached.



Site Visit is currently available Wednesday, January 16, 2019.


Questions shall be submitted no later than 3pm/1500 Pacific Standard Time [PST] on Thursday, January 17, 2019.
