The U.S. Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:

Gardening/Landscaping Maintenance Services
U.S. Embassy Tokyo, Japan


The Regional Procurement Support Office in Frankfurt, Germany, intends to award a Firm-Fixed Price Contract for one base year plus four separate option years during the second quarter of fiscal year 2019.


The successful Contractor shall furnish managerial, administrative, and direct labor personnel to accomplish gardening/landscaping maintenance services for real property owned or managed by the U.S. Government's Embassy in Tokyo, Japan. These services shall be also performed at the exterior portions, including all perimeter walls and fences and front-side public sidewalks of the following Government properties:


1) Chancery: 9,705 square meters including garden area in front of CAC

(2) Ambassador's Residence (CMR): 5,081 square meters

(3) Deputy Chief of Mission Residence (DCMR): 1,402 square meters

(4) Mitsui Housing Compound: 9,705 square meters

Daily regular services, such as cleaning all areas including lawn, gardens, walkways, steps, driveways, streets and parking lots, shall be performed during the Embassy's regular working hours, 08:30 - 17:30, Monday through Friday. Other services shall be in accordance with bi-weekly, monthly, or quarterly schedules.


NOTE: Unique Identifier Number and System for Award Management (SAM) registration are mandatory requirement for all companies to be considered for contract award. Offerors may obtain a Unique Identifier Number and information on SAM registration and annual confirmation requirements via the internet at:

Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Joanna Catsamaki at CatsamakiJ@state.gov , no later than Thursday, December 20, 2018 using the solicitation number 19GE5019R0006 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (former DUNS number), Name, Telephone, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.


The solicitation package/documents shall not be placed on FedBizOpps. Only companies submitting a letter of interest shall receive a copy of the solicitation package/documents when available.


The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor.


Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Japan.


A pre-proposal conference and site visit shall be tentatively scheduled for on or about middle of December 2018, details of which will be provided to interested offerors.


Solicitation and award will be subject to the laws and regulations of the United States of America and the requirement is competed using full and open competition procedures.
