Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Network Contract Office (NCO) 18 is seeking a potential, qualified vendor to provide preventative maintenance and repair services for the Phoenix VA Healthcare System s Gambrol 101H Hemodialysis water system. Any prospective contractor must be authorized/certified to provide the required service from the manufacturer and must show proof with any provided documents at the time of responding to this Sources Sought announcement.
Statement of Work (Draft)
Title: Gambrol WRO 101H Hemodialysis Water System Preventative and Service Maintenance Agreement (PVAHCS)
General Objectives and Requirements

Purpose: The Phoenix VA Health Care System (PVAHCS) requires a preventative maintenance and service agreement for its Gambro WRO 101H hemodialysis water system, EE# 59499, S/N: 1000287.

Background. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires Reverse Osmosis (RO) Systems for VA Dialysis Centers throughout the United States. The requirement includes the Reverse Osmosis System, its installation, corrective and preventive maintenance, and portable RO Systems. The RO System is one of the most important systems used during dialysis treatment for Veterans with End State Renal Disease (ESRD). A RO System purifies the water used during dialysis by dissolving inorganic solids, and removing bacteria and other infectious agents from treated city water. This critical water purification system ensures safe and effective dialysis treatment for Veterans.

Scope. Includes all labor, supervision, tools, parts, equipment, and transportation required to train two technicians, and maintain PVAHCS Gambrol WRO 101H hemodialysis water system. All work will be performed and completed within manufacturers specifications. and AAMI and CMS guidelines. Agreement includes:
Two maintenance training courses (CLIN 2003B).
Preventive Maintenance:
Semi-annual exchange of pre-filter cartridges (CLIN 2004C)
Semi-annual exchange of endotoxin filters and seal (CLIN 2004D)
Annual re-bed of central RO carbon tanks (CLIN2004I)
Annual calibration of booster pump pressures and expansion tank air pressure (CLIN2004J)
Annual re-bed of water softener (CLIN 2004M)
Annual replacement of central RO membrane (CLIN 2004N)
Annual rebuild of pre-treatment softener head (CLIN 2004Q)
Annual rebuild of carbon head (CLIN 2004R)
Annual inspection and replacement of storage tank vent filter (CLIN 2004S)
(12) months of CWP RO water system extended service coverage (CLIN 2004W)
If a device is found to require repair during preventive maintenance, then the Contractor will repair the device as part of the preventive maintenance.
The Contractor shall have its own stock of replacement parts for the medical devices.
The Contractor shall notify the Agency his/her intent to come on-site before arrival.
The Contractor shall check-in with the Biomedical Engineering department upon arrival on station. The Biomedical Engineering department is located in Building 1, Room 4324B
The Contractor shall verify that the RO system is fully functional before signing out.
The Contractor shall deliver a hard copy or electronic copy of a Field Service Report that delineates the service performed and confirms quality assurance tests results to Agency.

Performance Monitoring. The Agency shall oversee work done by the vendor and accept the quality of work as appropriate.

Other Pertinent Information or Special Considerations.
Possible Follow-on Work: If the system is found to require repair during preventive maintenance, then the Contractor will repair the system.

This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811219 ($20.5).
Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
