SOURCES SOUGHT

The U.S. Army Corps of Engineers, Detroit District, is seeking to identify potential contractors that have the capability to provide construction services associated with the environmental restoration of Galloway Creek, in the reach that runs through Katke-Cousins Golf Course at Oakland University, in Rochester Hills, Michigan. The project involves the restoration and enhancement of a 4,800-foot long run of an existing waterway, using Natural Channel Design (NCD) techniques to restore the existing stream channel.

Tasks include earthwork to reshape the existing channel with stable geometry and construction of in-stream structures such as log vanes, root wads, toe wood with coir wrapped lifts, riffles, gabions, and similar structures. The project also includes preparation of soil, native plantings with seed and live stakes, restoration, and establishment of a native riparian corridor along the creek.

The estimated cost of construction is between $1,000,000 and $5,000,000.

The North American Industrial Classification System (NAICS) code is for this work is 237990, which has a small business size standard of $36.5 million in average annual receipts.

Estimated Time for Solicitation, Award, and Performance:  The contract is expected to be solicited and awarded in the Winter 2016- 2017 timeframe. The contract is expected to have a 7 month performance period.

This is NOT a request for proposals. This announcement is for planning purposes only to determine what type of pool of contractors is available, interested, and capable of performing the work.

All qualified companies are encouraged to respond, including small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms and large businesses.

In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information:
1. A fully completed Sources Sought Information Request Form, which has been posted as an attachment to this notice.
2. If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), Woman-Owned Small Business, or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration.
3. A letter from the firm's bonding company verifying that the firm can be bonded for a single award up to the value of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars).
4. Past Experience - provide descriptions of two projects that are substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value.
5. Descriptive statement of the contractor's capacity to perform this work at this location, addressing the ability to mobilize, subcontract as necessary, schedule, supervise, supply, and execute such work.
6. A statement indicating how much of the work would be self-performed by the potential prime contractor.

No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
