Construction Services for New Comfort Station


The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (GWMP 231335 - Constrution of New Comfort Station) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small).


Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels.


Capability statements in response to this Sources Sought Notice are due no later than, 5:00 PM (MT), July 17, 2019. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov.


Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011.


Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.

Project Description
This project will construct a small comfort station facility at the United States Marine Corps Memorial, located at Arlington Ridge Park within the George Washington Memorial Parkway. The facility is planned with a footprint of no more than 1,300 sq. ft. to make the smallest possible imprint on the landscape. The National Park Service Denver Service Center will be handling the contract.


The planned location of the comfort station is yet to be determined but the park intends for the comfort station to be slightly removed from the nearby Memorial, while remaining visible and easily accessible to the public. The facility will include two accessible restrooms (male and female) and a family restroom with low fixtures to replace several portable toilets currently being utilized. The site will be totally accessible meeting applicable Architectural Barriers Act Accessibility Standards (ABAAS). A small visitor contact station, a water bottle filling station, storage closets and sewer lift station are included in the planned facility.


The work includes the construction of a new comfort station including one office and three toilet rooms. Project is designed to comply with a Silver Level Certification according to the U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Rating System, as specified in Division 01 Section "Sustainable Design Requirements."



Capability Statement Requirements:
Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Sources Sought Notice. As mentioned before, please limit the capability information to six (6) pages or less. The six page limit also applies to the bonding letter.


1) Experience in construction of similar complexity and size projects including construction of water, sewer, electrical and telecom utilities, restroom buildings, sewer lift stations and site development.
2) Experience in complying with Silver level Certification according to the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Rating System
3) Experience working at work sites where there is active pedestrian traffic close by
4) Experience working in a similar environment, including:
a. Working adjacent to other contractors working on different projects
b. Responsibility for the protection of cultural and natural resources
c. Experience working in cold weather conditions with snow and ice accumulations and in areas of high ground water
d. Experience working in hot weather conditions and humidity over 60%


Bonding Capability
Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
