RFP

With an acute shortage of information on the increasing role of tourism on Guam's economy, the need for reliable data relative to the importance and magnitude of tourism using the same concepts, definitions and measurement approaches as other industries was necessary. With a Tourism Satellite Account (TSA), governments, entrepreneurs and residents will be better equipped for planning public policies and business strategies for tourism and for evaluating their effectiveness and efficiency.

GVB seeks to retain a qualified professional firm to provide econometric-based consulting and research services ("Firm") with specialties in economic impact studies to update the TSA. The TSA provides a method of measuring the impact of tourism on Guam that would: a) allow policy-makers to compare both the size and growth of tourism to other industry sectors, b) assess government support of the tourism sector in comparison with government revenue generated by tourism, c) enable analyst to assess the long term health of the tourism sector via capital investment and government support, d) provide an accepted international standard for benchmarking, e) show how much of each tourist dollar is retained in Guam, f) create a framework for more accurate forecasts, and g) quantify how other industry sectors benefit from tourism.
