The GSA PBS is seeking information regarding the following.


This Request for Information (RFI) is issued solely for planning purposes and is a market research tool to determine availability and adequacy of potential sources. The RFI is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any goods or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government.  Please carefully review this posting and respond according to the directions listed below.


GSA PBS Region 2 is contemplating a solicitation for construction services over the Simplified Acquisition Threshold (SAT). The anticipated multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts will service Brooklyn, Long Island, New York City, White Plains, and Northern New Jersey federal buildings. The requirement may include, but not limited to the services listed below:


 General construction services
 Construction services with design build capabilities
 Design and engineering services
 Painting
 Carpeting
 Walls and framing
 Demolition
 Carpentry
 Heating, Ventilation and Air Conditioning
 Electrical
 Ceilings
 Plumbing.


The contractor must be capable of simultaneously performing several tasks of varying complexity, and deliver projects with a focus on quality, budget, and schedule. The success of the Contract depends on satisfaction of the requirements and satisfaction of our shared customers (tenants). The contractor will be required to furnish bid guarantee which shall be at least 20% of the bid price but shall not exceed $3 million for each Task /Delivery Order; and 100% for both payment and performance bonds of each Task/Delivery Order.


The intended term of the contract is a one-year base period with four (4) one-year renewable options, for a total anticipated period of performance of five (5) years. The NAICS Code for this project is 236220 and the Small Business (SBA) size standard is $36.5 million in annual receipts averaged over a concern's latest three (3) completed fiscal years.


RFI Submission Requirements:


Provide evidence of qualifications of contractor's qualifications to perform successfully on this prospective contract and show their ability to meet all of the services requirements previously mentioned.

2. Executive Summary, which shall include company mission statement, history, name of principals, and specializations.


3. Capabilities statement, which shall include information detailing at least three (3) "similar" contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice.


4. Bonding capabilities shall include single project limit and aggregate limit, or ability, plans, and anticipated timeframe to obtain bonding.


5. Detailed narrative demonstrating the contractor's experience in the type of services specified


6. If you are a small business firm based on the size standards provided herein, please advise if your firm is considered a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned, and/or a HubZone small business.


7. If you are large business firm based on the size standard provided herein, and have been awarded a federal contract in the last 3 years, please provide at least one of the following:


8. A copy of an approved Small Business Subcontracting Plan under a federally contracted award in the last 3 years.


9. Outline the percentage of work you have subcontracted to small businesses under a federally contracted award in the last 3 years.


10. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government.


11. List all pertinent questions and concerns about this requirement.
