Sources Sought b Transformers
This sources sought notice is being amended to provide the order of magnitude as identified in the Reclamation Acquisition Regulation (RAR). The RAR order of magnitude for this project is more than $100,000,000.00. Any interested offers who submitted a response previously, must submit a confirmation email of continued interest. Any interested offeror who did not respond previously may submit an intent of interest which includes the information as described below. The information is due 6/17/2019 at 1600 ET and can be sent to egonzalez@usbr.gov.
The U.S. Bureau of Reclamation, Pacific Northwest Regional Office, in Boise, ID is issuing this Sources Sought notice to determine the availability and capability of industry for the Grand Coulee Dam b Transformer Replacement, Columbia Basin Project. The location of work is Grand Coulee Dam, Left and Right Powerplants, adjacent to the City of Grand Coulee, Washington, in Grant and Okanogan Counties. Principle components of the work consist of:
1.    Removing and disposing in service generator step up power transformers. The transformers are in sets; one set is three transformers each. Minimum number of sets is one (three transformers each) and the maximum number of sets is eleven (33 transformers each).
2.    Furnishing and installing in service generator step up power transformers. The transformers are in sets; one set is three transformers each. Minimum number of sets is one (three transformers each) and the maximum number of sets is eleven (33 transformers each).
3.    Removing and disposing spare generator step up power transformers. The minimum units is zero and maximum units can be up to four each.
4.    Furnishing and installing spare generator step up power transformers. The minimum units is zero and maximum units can be up to six each.
5.    Furnishing and installing new anchorage systems for the transformers ordered.
6.    Modifying the fire protection system for the transformers ordered.
7.    Making isolated phase bus modifications for final connections to the transformers ordered.    
The applicable North American Industry Classification System (NAICS) Code is 335311, Power, Distribution and Specialty Transformer Manufacturing, the related small business size standard is 750 employees. Reclamation is considering a firm-fixed price, indefinite delivery requirements contract with an ordering period of 5 years.
The intent of this notice is to identify potential offerors and set-aside type for the Grand Coulee Dam b Left and Right Powerplants Transformer Replacements, Columbia Basin Project. Reclamation is seeking qualified, experienced firms capable of providing the labor, equipment, and materials necessary to accomplish the Principle Components of Work as identified above and within the Specification (available via the FedConnect link within this announcement). The specification is a draft copy only and is subject to change.
Interested offerors are requested to submit the following information:
1.    Business name, address, DUNS number, cage code, size classification based on NAICS size standard, socioeconomic classification (HUBZone, 8(a), etc.), and a point of contact.

2.    A positive statement of your intention to submit an offer as a prime contractor.
3.    Construction bonding level, aggregate and per contract.

4.    Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers.

5.    Evidence of ability to obtain resources IAW FAR 9.104-3(a).

6.    Recommendations for a contract type, if different from an indefinite delivery vehicle, with supporting information on how its use will be mutually beneficial.

7.    Comments or issues found on the draft specification.

8.    Comments on current price schedule structure and identification of a minimum order amount which provides the greatest cost savings.

This sources sought notification is for informational purposes only. This announcement does not constitute a commitment, implied or otherwise, that a procurement action will be issued, and shall not be construed as an RFP, IFB, or as any obligation on the part of the Government. No entitlement to payment will arise because of the submission of contractor information.
