Background

The Government is implementing a two-phased acquisition approach to procure the next block of GPS III Space Vehicles (SVs). On 03 July 2015, USD (AT&L) approved the GPS III SV11+ Phase 1 Production Readiness Feasibility Assessment Amendment 3 to the GPS III Acquisition Strategy Document (ASD). In May 2016, the Government awarded three Firm Fixed Price (FFP) contracts for Phase 1 via a full and open competition. Phase 1 has determined that viable, low-risk, high-confidence sources exist to conduct a full and open competition for Phase 2, the production of 22 GPS III SVs starting in the FY19 timeframe. Phase 1 performance and findings have informed the Government's Phase 2 acquisition strategy; however, participation in Phase 1 is not a prerequisite to participation in Phase 2.


Purpose


The purpose of this Announcement is to inform Industry sources about a GPS III Follow-On Phase 2 Request for Proposal (RFP) to be located in the SMC GPS Technical Library/Bidders Library. Classified documents will be made available to registered parties. US Government primary points of contact (POCs) and full details including access instructions related to the RFP are provided below.


Discussion


Phase 2 is planned as a single, predominantly Fixed Price Incentive-type contract awarded via full and open competition for production of 22 GPS III SVs. The Phase 2 RFP is being released on 13 February 2018 to enable delivery of the first SV in 2026. Please note that Phase 2 acquisition strategy details are included in this document for reference and market research.


Request for Proposal


The SMC GPS Technical Library/Bidders Library includes, but is not limited to, the following RFP documents: Sections A-M; Contract Data Requirements Lists; Work Breakdown Structure; Statement of Work; DD254; Compliance Documents; Technical Data Rights; Program Operating Plan; Government Furnished Equipment; Award Fee Plan; Integrated Master Plan.


To request access to the SMC GPS Technical Library/Bidders Library, including access to classified documentation, interested and eligible industry participants should send their request to both, Mr. Steven Schmidt-Lackner at steven.schmidt-lackner@us.af.mil, and Mr. Jonathan Hernandez at jonathan.hernandez.20@us.af.mil. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government.


An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the Program Manager, Contracting Officer, or Source Selection Official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.


Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, Mr. James Tisdale, SMC/PKX, (310) 653-1889, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer, Mr. Roy Lee, SMC/GPK, (310) 653-3212, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245.


Notice of Pre-Proposal Conference


The Government anticipates holding a pre-proposal conference at TASC, Inc., 200 N. Sepulveda Suite 1800 El Segundo, CA 90245 on 15 March 2018 at 0900 PT for the purpose of answering questions regarding this solicitation.


Interested parties shall submit the names of all attendees (not to exceed five) to both Mr. Steven Schmidt-Lackner (steven.schmidt-lackner@us.af.mil) and Mr. Jonathan Hernandez (jonathan.hernandez.20@us.af.mil) to include point of contact name, address, and phone number prior to 27 February 2018. This information must be provided in advance in order to ensure access to the conference site and adequate seating for the conference attendees.


Offerors are requested to submit questions (e.g., Comment Resolution Matrix) to both the point of contacts noted above not later than COB 6 March 2018. Information provided at this conference shall not alter or modify the terms and conditions of the solicitation. Terms of the solicitation remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.


The Government will create a record of the conference.
