This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation, W9124P-19-R-5495, is a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-80.


This requirement is a 100% small business set aside and only qualified offerors may submit a quote.


The associated North American Industrial Classification System (NAICS) code for this procurement is 334118, with a small business size standard of 1000 employees. This will be awarded as a Firm-Fixed-Price contract.


DESCRIPTION
This is a Brand Name Requirement. See the attached Purchase Description for the requirement specifications and subsequent redacted Brand Name J&A.


EVALUATION
Award will be made to the Lowest Price Technically Acceptable, responsive, responsible offeror.


DELIVERY
All items shall be delivered within 30 Days after contract award and shipped FOB Destination to the following location:

Early delivery is authorized at no additional cost to the Government.


PROVISIONS
Provision at 52.204-13 System for Award Management Maintenance


Provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and any addenda to the provision also apply.


Provision at 52.212-2, Evaluation - Commercial Items, is applicable. Delivery will be considered as a best value factor. Successful contractor must provide equipment in accordance with Government Minimum Specifications described in the "Description of the requirement is as follows" section of this combined synopsis/solicitation.


Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with quote.


Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and any addenda to the provision also apply.


Clause at 52.212-5 Contract Terms and Conditions - Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition and additional FAR clauses may be cited as needed.


DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports and Instructions. Payment method shall be through Wide Area Work Flow.


DFARS 252.232-7006 - Wide Area Work Flow Payment Instructions.
Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. Payment shall be made through Wide Area Work Flow (WAWF), in Accordance with DFARS 252.232-7006.


Quotes are due by 3 pm CST Tuesday, September 25 and shall be emailed directly to: quentessa.d.clayton.civ@mail.mil and deon.s.holman.civ@mail.mil. QUOTES/OFFERS RECEIVED AFTER THE SPECIFIED DUE DATE AND TIME WILL NOT BE CONSIDERED FOR AWARD.
