The 319th Contracting Flight, Grand Forks Air Force Base, ND is issuing a Request for Proposal (RFP), FA4659-17-R-0008, for a firm fixed price (FFP) requirements contract for Repair Airfield Pavements. The work required to be performed by the contractor consists of: Construction of necessary pavement repairs to ensure that airfield pavements meet codes and remain in good working condition. Pavement work shall include bituminous asphalt, concrete spalls and joints, and concrete slab replacement. The project also contains joint and crack sealing, painting, and all other support construction as required. The resulting contract will have a magnitude of between $25M and $100M in accordance with DFARS 236.204. The performance period will be five years, a base year plus four option years, with a no work period of 1 November through 15 April of each year. This acquisition is being issued as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) Code is 237310, Highway, Street and Bridge Construction, with a Small business size standard of $36.5 million.

Award will be made using the Source Selection procedures referenced in DFARS 215.1 Source Selection Process and Techniques, AFFARS 5315.3, Source Selection, as well as the tradeoff process referenced in FAR 15.101-1, Tradeoff Process, resulting in the subjective best value to the Government. The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package shall be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation amendments, if any. All firms wishing to submit a proposal to the solicitation described herein MUST be registered in the System for Award Management (SAM) database or risk their otherwise-timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. Information on SAM registration can be obtained at the following web site: http://www.sam.gov.


The Government will not pay for any information submitted in response to this announcement. After solicitation and prior to award the possibility exists to reject all offers when cancellation is clearly in the public interest. This announcement does not obligate the Government to pay for any bid/proposal preparation costs.
