GENERAL DYNAMICS ENCRYPTORS
NASA/LARC has a requirement for four (4) one-gigabit encryptors to replace older, unsupported encryptors currently in use at NASA Langley Research Center.
NASA/LARC intends to purchase the items from General Dynamics C4 Systems. General Dynamics provides the only encryptor approved by the NSA and Air Force for the protection of classified data and is a direct replacement for the encryptors that are currently being used by NASA LaRC. NASA's HAPB (Hypersonic Airbreathing Propulsion Branch) is working with the Air Force and must comply with Air Force security protocols. It would take substantial duplication of resources and time for another source to provide the required encryptors, and this additional expense is not expected to be recovered through competition.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 07/03/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
