This action will award a firm fixed price purchase order to acquire a GE Healthcare Technologies LOGIQ e Ultrasound. The LOGIQ e R7 compact digital ultrasound is a portable unit which will allow for monitoring of venous gas emboli during or post decompression in divers. This procurement is for an LOGIQ e R7 Compact Digital Ultrasound. The LOGIQ e R7 system includes the ultrasound unit, Comfort Scan 3Sc-RS sector probe, L4-12t-RS wide band linear transducer, and LOGIQ e advanced isolation cart with 3 probe port. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold and estimated at of $37,281.00, based on discounted prices under Veterans Administration contract number SPE2D1-17-D-0015 The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This procurement will be funded with Other Procurement, Navy (OPN) funds. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(b)(1)(ii).
The NextGen LOGIQ e is a portable high performance digital laptop ultra sound system includes needle recognition software which provides precise and accurate display of the needle, anatomy, and motion even in color and power doppler. This harnesses pattern recognition technology feature recognizes and accurately reveals the structure of a needle within the anatomy, without distortion of the needle and compromising the target. The equipment is being used to provide quantifiable and objective measures of decompression stress in multiple research projects at NEDU for experimental diving missions unique in nature. This technology is proprietary to GE Healthcare and no other brands have similar capabilities and options necessary to complete the required testing with this level of accuracy. Therefore, it is in the Government's best interest to acquire a system with these features to help provide the most accurate experimental data available on the commercial market place.
