GDP Best Source Selector and Bit Synchronizer
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote (RFQ). This requirement is being synopsized as an unrestricted acquisition under the North American Industry Classification System (NAICS) code 334118, Size Standard of 1,000 employees, PSC code 7050.
Effective 27 April 2018, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are advised to be proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. Description of services: The Naval Air Systems Command, Aircraft Support Contracts Department (AIR 2.5.1.11), Patuxent River, MD has a requirement to procure GDP Space Systems or authorized Resellers of GDP Space Systems MD2267B Best Source Selector and MD2265-M04 Bit Synchronizers for the Atlantic Test Range for an increase in mission support workload. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government intends to purchase on a firm fixed-price basis, and to award the proposed purchase order on a Brand Name basis, for GDP Space Systems, a Division of Delta Information Systems, Inc., under the authority implemented by FAR 8.405-6(a)(1)(i)(B).
The Government will award a single contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price.
Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site, http://farsite.hill.af.mil)
Interested parties may identify their interest and submit a technical information and technical capability statement in response to this notice. Responses shall be considered by the Naval Air Warfare Center - Aircraft Division, Contracts. Responses without a written address, mailing address, and company telephone number will not be recognized. Quotes must be submitted to Shannon Summers, Contract Specialist, at Shannon.summers@navy.mil by 2:00 Eastern Time, Wednesday, 30 May 2018, and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government will not pay for any information received. This combined synopsis & solicitation notice is a request for competitive quotations.
