This is a pre-solicitation notice for Oil Analysis Testing with the anticipated issue date for the Request for Quote, 140R1718Q0003, (written) is approximately fourth week of January 2018. The Bureau of Reclamation intends to award one fixed-price multiple award blanket purchase agreements (BPA) for Oil Analysis Testing for up to five years. The anticipated award date is the first week of March 2018. Prospective vendors must be registered in the System for Award Management (SAM) prior to awarding any contract resulting from this solicitation.

These items will be purchased in accordance with FAR Part 12 and 13, simplified acquisition procedures apply. This requirement is a woman owned small business set aside. All eligible responsible sources may submit a quotation which shall be considered by the agency. The Government will evaluate quotes based on factors listed in the solicitation.

The US Bureau of Reclamation, Grand Coulee Power Office (GCPO), Grand Coulee, WA, has a requirement for oil analysis sample testing for the Grand Coulee Power Office. The Contractor will be required to provide oil testing for approximately 480 samples per year with an additional 150 other tests that may be requested if additional testing is deemed necessary. This is a women-owned small business set-aside under NAICS code 541380. The small business standard size is $15 million.

The primary purpose is for the Contractor to provide all necessary personnel, equipment and materials and database management (for maintenance of historical oil samples) to perform oil analysis of all samples provided and provide timely written results. Contractor will maintain an internet accessible database of a history of all samples. These samples are to be available on this database during the life of the purchase order. Database will be accessible by Grand Coulee Power Office personnel at all times for reference and trend analysis purposes.
