The subject requirement is for the acquisition of 146 NSNs with various item descriptions.  The FSCs for this requirement are 1005, 1010, 1240, 2010, 2805, 3040, 3110, 3465, 5305, 5310, 5315, 5325, 5340, 5360, 5365, and 9515. NSNs and associated data are included in the attachment to this synopsis.  An Indefinite Quantity Long-Term Contract with a four year base period and 3 one year option periods is anticipated.  Items will be shipped to various destinations within conus.  FOB destination is required; inspection/acceptance for each item is destination.  This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/rfp after the issue date on or about  6/24/2019.  Hard copies of this solicitation are not available.    This solicitation is unrestricted.  While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery, surge & sustainment, and small business subcontracting participation.  The proposed procurement contains an option to extend the contract period one or more times at the discretion of the Government.  Total duration shall not exceed seven years.  Based on market research the items are manufactured for military use only and are not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for these items.  However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice.  The proposed contract action is for supplies or services for which the Government intends to solicite and negotiate with only one source under the authority of FAR 6.302.  Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  This notice of intent is not a request for competitive proposals.  However, all proposals received within the response time of the solicitation will be considered by the Government.  A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
