U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0050. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-04, effective August 07, 2019. This requirement is full and open completion. The North American Industrial Classification System (NAICS) number is 324110, Petroleum Refineries and the business size standard is 1,500 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.

The U.S. Fish and Wildlife Service is requesting quotes to purchase bulk fuel per the below statement of work:

Title: Koyukuk/Nowitna National Wildlife Premier Refuge Complex delivery requirement for heating fuel, aviation gasoline and unleaded gasoline.

Background: Galena is a remote location in the interior part of Alaska and has no road access. The United States Fish and Wildlife Service USFWS, Region 7, Koyukuk/Nowitna Premier Refuge Complex is managed out of Galena, Alaska. Management in Galena desires to establish a purchase order to deliver heating fuel, aviation gas, and unleaded gas to tanks described in this document. POC will be the Koyukuk/Nowitna/Innoko representative in Galena, Alaska, which will be named upon an award.

Requirements: All fuel provided under the resultant purchase order will be delivered and pumped into multiple bulk tanks at USFWS owned properties, Koyukuk/Nowitna/Innko Complex, Galena, Alaska.
Vendor shall submit quote at price per gallon for each type of fuel required.

Pricing shall be market pricing on day of delivery and shall be no higher than the lowest price charged to any of the vendors customers on the day of delivery. Pricing to be determined on day of delivery by standard industry practice based on most recent delivered cost to the vendor and the Oil Price Information Service (OPIS) index. If market conditions indicate delivered pricing will exceed those amounts vendor must contact the contracting officer to negotiate revised ceiling.

Period of performance: This contract shall be for a period of one year with an anticipated start date of 11/16/2019.

Work required: Respond to requests for delivery of Heating fuel, Gasoline, and AvGas by station POCs. Requested product will be delivered to the tanks listed below. Vendor must be able to meet these requests in the area described, namely USFWS tanks located in Koyukuk/Nowitna/Innoko NWR related facilities in Galena, Alaska. Only products specified in this purchase order are authorized to be ordered.
Tanks shall be filled when possible during normal business hours: Mon-Friday, 8am to 4:30pm excluding holidays. Occasionally tanks may need to be filled after hours and or on weekends. Some fills (except quarters/residences) may be set up for auto-fill by the POC in Galena, Alaska. Living quarters shall only be filled when station point of contact calls vendor to make arrangements. Vendor shall supply a copy of each fill ticket documenting amount of fuel, price per gallon, location of tank and total for all locations/quarters. A designated US Fish and Wildlife designated employee must sign at the time of delivery; names(s) to be provided upon contract award.
Description of tanks: All tanks are above ground, double walled, varying in size from 250 to 1500 gallons.

Quarters 1-8 are occupant responsibility unless vacant. Quarters 2 and 7 are currently vacant and will be filled and invoiced against this contract unless notified otherwise. NOTE: Any changes to the heating fuel for the living quarters after contract award shall only be changed when a contract modification has been made.

Product and specifications:
Approximately 7,500 gallons of the Heating Fuel. Heating fuel must be appropriate grade to remain fluid during cold winter temperatures.
Approximately 7,500 gallons of the Aviation Gas. Aviation Gas must be minimum 100 octane.
Approximately 2,200 gallons of the Unleaded Gas. Unleaded fuel appropriate for use in modern gasoline engines.

The basis for award is Best Value to the government.

Please submit your quote on the attached SF-1449 or company letterhead with all pertinent point of contact information including SAM, Cage Code, DUNS No., and business size/type. In addition, your proposal should provide price per gallon and total price based on above approximate gallons required. No formal format is required as this is a combined synopsis/request for proposal solicitation. Offers must be received by 5:00 pm Eastern Time, 10/11/2019, at the U.S. Fish and Wildlife Service, 1011 E. Tudor Rd M/S171, Anchorage, AK. It is preferable that quotes are emailed to: tina_baker@fws.gov.

Offerors must comply with all instructions contained in the Internet Payment Platform (IPP) DOI Electronic Invoicing instructions, and all clauses in the attached solicitation documentation.
