This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-C-1936017 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 November 2017.


The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. This is not a total small business set aside. The acquisition is being competed full and open.
The National Institute of Allergy and Infectious Diseases (NIAID) is seeking to purchase
benchtop immunomagnetic cell separation instrument:


•    fully automated marking and separating up to 6 samples in columns capable of holding up to 2x108 target cells from a maximum of 4x109 total cells
•    barcode reader with pre-programmed isolation protocols
•    input volume of 100 ul to 50 ml
•    hands free operation
•    dual super-paramagnetic matrix columns
•    To include starter kit consisting of reagents, buffers, 3 chill racks, 5x2 columns, 2x2 column substitutes, instrument software, and user manual

The government intends to a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.


The award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government.
