(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued.
(ii) Solicitation SPE302-14-Q-5006 is issued as a Request for Quotation (RFQ). This procurement is being issued as a TOTAL SMALL BUSINESS SET-ASIDE.
(iii) This announcement constitutes the only solicitation; quotes are being requested and a courtesy Standard Form (SF) 1449 written solicitation will be provided incorporating the provisions and clause of those in effect through FAC 2005-73, DFARS Publication Notice 20140512 and DLAD Revision 5.
(iv) The applicable North American Industrial Classification Standard (NAICS) code for this request is 311991 with a size standard 500 employees.

(vii) Period of Performance: 12 months: 01 July 2014 - 30 June 2015 or date of award.

(ix) 52.212-2, Evaluation - Commercial Items, Lowest Price Technically Acceptable (LPTA) will be the evaluation process for award. Contractor is required to provide valid/current copies of United States Department of Agriculture (USDA) Perishable Agricultural Commodities Act (PACA) License and USDA Compliance Agreement (Plant, Protection and Quarantine form 519) to be deemed technically acceptable.

(xiii) The Government intends to award a Fixed-Priced with Economic Price Adjustment (FP with EPA), Indefinite Delivery, Indefinite Quantity contract. The award maximum is $150,000. The first order constitutes as the contract minimum.
