This Notice of Intent to award a sole source Blanket Purchase Agreement is provided by the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of the National Institute for Occupational Safety & Health (NIOSH), Pittsburgh Mining Research Division (PMRD).

PMRD is investigating methods for the field measurement of respirable silicon dioxide; specifically, the mineral polymorph known as alpha quartz and hereafter referred to as silica. The overarching goal of the research is to develop an end-of-shift (EoS) method for measuring airborne silica in workplaces. The project Advancing exposure monitoring for airborne particulates in mining has developed an innovative monitoring approach using portable FTIR spectroscopy. The quantification of crystalline silica in respirable dust via infra-red methods is more challenging in presence of other minerals. Specific quantification models is in progress and there is a need to analyze respirable dust samples for mineral content. The aim of this Agreement is to analyze different respirable mine dust samples via full scan XRD analysis for the identification and semi-quantitative estimation of minerals present in dusts collected in different mining environments. Samples were previously analyzed by a contracted laboratory. Continuity of analysis is essential to this process.


The intended recipient of this purchase order is: H&M Analytical Services, Inc. located at 18C Honerstown Road, Cream Ridge, New Jersey 08514-2318.


The North American Industry Classification System (NAICS) code for this project is 541380.


This order is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability by responding to this notice.


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 7 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
