The Mission and Installation Contracting Command- Fort Sam Houston (MICC-FSH) Contracting Center, on behalf of the Fort Campbell's Logistics Readiness Center, has a requirement for Full Food Services (FFS) in support of the NCOA and to support Fort Campbell Installations FFS and remote Feeding sites.  The contractor will be required to provide all resources, except Government Furnished Property(GFP) as specified in the Performance Work Statement (PWS).  This procurement is set-aside for eligible Economically Disadvantaged Women-Owned Small Business (EDWOSB) under North American Industry Classification System (NAICS) code is 722310, Food Service Contractors, with a size standard of $41.5M.  This requirement is subject to Randolph-Shepherd Act (R-SA) and give preference to the State Licensing Agency (SLA).  This requirement will result in a Firm-Fixed Price (FFP) contract.  The anticipated performance period is a five year ordering period. 

A  Pre-Proposal Conference/Site Visit will be conducted at Fort Campbell, KY.  This is the only Pre-Proposal Conference/Site Visit that will be conducted. 

Date and Time:  16 October 2019 at 10:00am Local time
Location:  Building 5210, Room 12 Located at the intersection of 8th and Desert Storm. 
NOTE:  Site Visit Attendees will need to go to Gate 4 for their visitor pass.  Visitors will need their driver's license, insurance card, and vehicle registration.  Point of contact for the site visit will be Ms. Deborah Rayburn @ (270)798-4695


All Interested Offeros may attend with a limit of two(2) attendees per offeror.  Offerors planning to attend this conference must so notify the Contract Specialist, Madeline Allison and the Contract Officer, Samuel Colton no later than 12:00PM CDT on 11 October 2019.  With the Subject Reference Line W9124J-19-R-0020, Site Visit, Full Food Services at Fort Campbell, KY.  When submitting notifications to attend, offerors must provide the following information, the individual's full name and driver's license number, Business name, address, legal name, telephone, fax, and email. 

Important information regarding the Pre-Proposal Conference/Site Visit:

There will be no cameras or recording devices allowed.

Any and all technical questions or clarifications will need to be submitted in writing to the Contracting Officer and Contract Specialist as specified in the instructions below. The site facilitator WILL NOT answer any question during the site visit.
Following the Pre-Proposal Conference/Site Visit, All Technical Questions are due No Later Than (NLT) 21 October 2019, 16:00 PM CDT.  Offerors will submit questions in writing to Contracting Officer and Contract Specialist through:

Failure to attend the Pre-Proposal Conference/Site Visit will not disqualify an offeror; however, the offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure.  In no event will a failure to inspect the site constitue as grounds for a claim after award of the contract.  The date for the Pre-Proposal Conference/Site Visit is a projected date and is subject to change.  All other dates are projected dates and are subject to change.  Offerors are responsible for checking the website daily for any changes to the solicitation.  Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any and all documents.  Interested parties must have an active registration in the System for Award Management (SAM) website:  http://www.sam.gov.
