The Mission and Installation Contracting Command - Fort Sam Houston (MICC-FSH) Contracting Center, on behalf of the Fort Knox's Logistics Readiness Center, has a requirement for Full Food Services (FFS) under the Army Food Program for dining Facilities at Fort Knox, KY. The vehicle to be used for this acquisition will be a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The requirement will have a 5-year ordering period as well as clause 52.217-8, Option to Extend Services. The estimated period of performance will be from 1 February 2020 through 31 July 2025, including 52.217-8, Option to Extend Services. A 30 day phase-in is included in the first year. The Contractor is required to provide all resources to include supervision, labor, personnel, equipment, materials, supplies, and other associated work efforts, except Government Furnished Property (GFP, expendables), to perform activities that comprise FFS. This procurement is being solicited as a 100% Small Business Set-aside under North American Industry Classification System (NAICS) code is 722310, Food Service Contractors, with a size standard of $41.5M. This requirement is subject to Randolph-Shepherd Act (R-SA) and gives preference to the State Licensing Agency (SLA).
 
Site Visit Information: A Pre-Proposal Conference / Site Visit will be conducted at Fort Knox, KY. This is the only Pre-Proposal Conference / Site Visit that will be conducted. All interested contractors are encouraged to attend the site visit.
Date and Time: 5 November 2019 at 09:00 A.M. local time. Location: Building 1109, RM 147; Fort Knox, KY. Address: 201 6th Ave, Fort Knox, Kentucky 40121.
Note: Site Visit Attendees will need to go to through the Visitor Center located next to Chafee Access Control Point (ACP). Chaffee ACP is located on 31 North/South on Bullion Blvd. It is recommended that attendees plan ahead to ensure enough time to be vetted for visitor pass.
This is the only site visit that will be conducted for this acquisition. All interested offerors may attend with a limited of two (2) attendees per offeror. Offerors planning to attend this conference must so notify Juan Juarez, Contract Specialist, juan.juarez.civ@mail.mil and Samuel J. Colton, Contracting Officer, samuel.j.colton.civ@mail.mil, no later than 4:00 PM CDT on 31 October 2019. With the Subject Line Reference: W9124J-19-R-0018, Site Visit, Full Food Services at Fort Knox, KY. When submitting notifications to attend offerors must provide the following information, the individual's full name, driver's license number, Business name, address, legal name, telephone, fax and e-mail.
 
Important information regarding the Pre-Proposal Conference / Site Visit:
1. There will be no cameras or recording devices allowed.

2. Any and all technical questions or clarifications will need to be submitted in writing to the Contracting Officer and Contract Specialist as specified in the instructions below. The site facilitators WILL NOT answer any question during the site visit.


Following the Pre-Proposal Conference/Site Visit, All Technical Questions are due No Later Than (NLT) 7 November 2019, 12:00 PM CST. Offerors will submit questions in writing to Contracting Officer and Contract Specialist through juan.juarez.civ@mail.mil and samuel.j.colton.civ@mail.mil.


Failure to attend the Pre-Proposal Conference / Site Visit will not disqualify an offeror; however, the offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute as grounds for a claim after award of the contract. The date for the Pre-Proposal Conference / Site Visit is a projected date and is subject to change. All other dates are projected dates and are subject to change. Offerors are responsible for checking the website daily for any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any and all documents. Interested parties must have an active registration in the System for Award Management (SAM) website http://www.sam.gov/.
