THIS IS A SOURCES SOUGHT NOTICE is to determine if there are 8(a), HUBZone, SDVOSB or WOSB businesses able and willing to provide a Full Food Service Contract IDIQ requirement for the Vermont Army National Guard Regional Training Institute in Colchester, Vermont, in compliance with FAR 19.203(c). This notice is for planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in a response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any interested party should ensure that their response is appropriate, detailed, and concise in order to allow the government to determine the contractor's qualification to perform the work. Responses to this notice will not be considered adequate responses to a solicitation.

Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Economically Disadvantaged Small Businesses interested and capable of performing the work.

Interested parties should submit their capability packages by: 6 November 2017 by 5:00 pm EST. to include: Questions will be collected and incorporated if and when a combine synopsis/solicitation is issued.

REQUIREMENTS: The intent is to provide quality meals that meets the U.S. Army's nutritional and calorie requirements for soldiers in a training environment in attendance of a variety of schools. The vendor must provide timely, high quality meals cooked under commercial standards and high quality customer/student service. The majority of the training conducted at this location is based on a very structured and time sensitive setting, with some courses requiring limited training events/days that requiring a higher level of student physical activity. The VTARNG RTI menu is designed to support this training environment, and it is critical for the contractor to provide all identified menu components and condiments within the identified food service timeframes.

Scope:
The contractor shall successfully transition food service support operations and be fully staffed with qualified personnel. The contractor shall provide all resources, except Government Furnished Property (GFP), to perform the following function: Full Food Service (FFS), in the dining facility listed to meet the performance requirements stated in this PWS; Proposed Performance Work Statement attached and is for planning purposes only and could be changed at any time without notice.

Government Furnished Property (GFP):
The Contractor shall maintain property accountability for all expendable, durable supplies, and assigned Government Furnished Property. The Government will furnish facilities, equipment, subsistence and the initial quantity of expendable/ durable supplies as Government Furnished Property (GFP) along with services specified in this section IAW the "Government Property clause. Specified GFP and services shall only be used in the performance of this contract. The Contractor shall not be responsible for "fair wear and tear" of GFP.

Performance Standards
a) STD: The Contractor shall accept and account for all GFP listed in this contract. DFARS Subpart 45.5. Approved PCP.
b) STD: Develop, maintain, and implement a Property Control Plan (PCP).
IAW DFARS Subpart 45.5 PCP is submitted in writing to the Government with proposal submission (See TE 4). The Property Administrator (PA) implements approved PCP.
c) STD: The Contractor shall furnish and maintain expendable cleaning supplies. For information purposes, a typical supplies list is provided in TE 8 in this contract.
Deliverable: Government Property Administration Plan
The Contractor shall execute and maintain Quality Control Plan in support of dining facility operations.
Performance Standards
a) STD: Quality Control Program (QCP) will be approved by the COR. QCP plan will include procedures for HACCP Plan, HAZMAT, and Poisonous and toxic materials (HAZCOM). Contractors Evaluation Plan.
