This Request for Information (RFI) is to be used for market research purposes for the Fuels Recurring Maintenance and Minor Repair (RMMR) Program It will be used for information/preliminary planning purposes ONLY. This will determine vendor capability and interest based upon responses to the attached questionnaire. Proposals are NOT being requested or accepted; therefore, no contract shall be awarded, and no reimbursement will be made (for any costs associated with providing information) in response to this request or any follow up informational requests. Not responding to this RFI does not preclude participation in the event a Request for Proposal is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor the site for any additional information pertaining to this requirement.


Background: The Fuels - Recurring Maintenance & Minor Repair Program provides recurring maintenance (quarterly, semi-annual, and annual) and minor repair/minor construction services at US Government petroleum facilities worldwide. Minor construction is incidental to the repair.


General Overview: Work requirements will be defined in specific task order Performance Work Statements (PWS) under a base contract PWS. The contractor shall properly maintain and repair federal and DOD petroleum systems and facilities in order to provide compliance with applicable code, criteria, and federal, state, and local regulations.


A petroleum system is defined as an underground or above ground storage tank, connected piping, ancillary equipment and appurtenances, and containment system, if any. The Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to conduct inspections, preventive maintenance, minor repair, and minor construction on the petroleum systems.


Recurring maintenance tasks are defined as re-current, periodic or scheduled work to preserve a facility by preventing its deterioration. Minor Repair is defined as the restoration of a real property to such a condition that it may effectively be utilized for its designated purpose by overhaul, re-processing or replacement of constituent parts or materials that have deteriorated by action or elements or usage and that have not been corrected through maintenance. Periodic testing of systems/components, on a quarterly, semi-annual, and annual basis, is included within the definition of maintenance and repair. Other repairs may be ordered by each installation for associated non-petroleum systems such as for separators, piping, tanks, sewers, storm drains, or requirements to meet compliance with applicable standards, codes, laws, and regulations.

Interested firms must provide a capability narrative indicating your firm's experience and qualifications with similar types of services, as well as the prime contractors name, address, and points of contact, phone numbers, and email addresses. Submit responses via email to Tawanda.L.Agee@usace.army.mil no later than 2:00 PM CST on 15 May 2017. Submissions should not exceed a total of eight (8) - 8.5 x 11 inch pages, one-sided. Submitted files must be compatible with Microsoft Word 2013. No hard copy or facsimile submissions will be accepted.
