The Department of Homeland Security, Customs and Border Protection, Mobile Asset Program Management Office (MAPMO) intends to issue a formal solicitation during the month of July 2014, as a Request for Proposal (RFP) to support the Fuels Management Initiative Program (FMIP). The action will be a small-business set-aside (all).
The formal RFP will be solicited based on the original Request for Information (RFI) published in February 2014 under the following title:
• Fuel Management Initiative Program - CBP-ICE-FLETC (Sources Sought) - HSBP1014R0006_Draft.
Based on the responses received to that RFI, the final RFP will be a Performance Based contract action, Small Business Set-Aside, requiring interested vendors to formulate and submit a complete Statement of Work (SOW) as well as a supporting Quality Assurance Plan (QAP) in accordance with a Statement of Objectives (SOO) to be provided by the Government. The contract type will be an Indefinite Delivery/Indefinite Quantity (IDIQ) services contract. The contract period of performance is expected to be a base year with four (4) option-year periods.
The performance-based aspect of the contract requirement is a change from the original RFI format, but is expected to allow for a more innovative and cost-effective solution from Industry.
The RFP will be published under the following title:
