The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price contract to procure repairs of the legacy Fuel Quantity Test Set, part number 55-100-20, NIIN 01-483-0430 and the Universal AC/DC Capacitance Tester. P/N: 01-1000-00, NIIN: 01-490-6725, which was specifically designed for use in testing the F402-RR-408B Engine. This Justification and Approval (J&A) authorizes and approves on a sole source basis, a Firm Fixed Price contract with Aeroflex Wichita, Inc. a Cobham Company, located in Wichita KS 67215-8999, CAGE Code: 51190; for the evaluation/calibration (if possible) and a quote to repair (if needed) sent to the U.S. Government for approval of 10 each legacy Fuel Quantity Test Set and the Universal AC/DC Capacitance Tester that are used with the F402-RR-408B Engine.  This effort shall include all necessary labor, equipment, material and services need to complete these tasks of 5 a year for 2 years.  Aeroflex Wichita, Inc is the Original Equipment Manufacturer and the Government does not posess the technical information to procure this competitively.  As per 10 U.S.C. 2304(c)(1), only Aeroflex Wichita, Inc and no other manufacturers were found to satisfy agency requirements.  NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1.  Interested firms may identify their interest and capability to respond to the requirement.  This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice.  A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.  Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  No solicitation will be available for this procurement.
