**UPDATE**
The due date for this solicitation is being extended until 19 March, 1600 (Japan Standard Time).  This extension is due to a change to the Performance-based Work Statement (PWS), which eliminates the need for vendors to provide employees that carry valid SECRET security clearances.  Please refer to section 1.3.1.10 in the revised PWS for the change and to 'FA5209-15-T-0017-0003' for the amended solicitation.  Thank you.

The Contractor shall provide all labor, specialized equipment, fuel quality surveillance, transportation, supervision, and services necessary to perform Fuel Operator Services as defined in this Performance-based Work Statement (PWS). The Contractor shall provide services in accordance with (IAW) this PWS, and all applicable manufacturers' manuals and instructions, commercial standards, and laws (to include U.S. Department of Defense [DOD] and U.S. Army directives and regulations, local standards, and Japanese ordinances/laws).

The Contractor shall provide onsite Fuel Operator Services starting 30 days after contract award until 30 Sep 15. The 30 days following contract award will serve as a mobilization period for the Contractor.


The Contractor shall provide all specialized equipment for the provision of services required by this Contract. The Contractor shall ensure that the required inventories of material, equipment, and supplies (to include shop stock/bench stocks, critical parts [e.g., filter element and seals], safety equipment and signage, and spill kits) necessary to perform Fuel Operator Services are maintained.


Additionally, the Contractor shall order fuel; perform fuel receipt, storage, and transfer operations; operate a fueling point; inventory, sample, manage, and inspect fuel; investigate fuel delivery discrepancies; recover, store, and dispose of contaminated products/fuel; and maintain equipment to ensure proper fuel and fuel equipment availability, quality, safety, and serviceability throughout the performance period. Understand that collateral duty is authorized to perform these functions and highly recommended.
