This is a sources sought synopsis only seeking information of potential small business and large business firms that have an interest in submitting a proposal as a prime contractor for this work. Information received in relation to this notice will be used to assist the government in developing overall acquisition strategy to include type and number of contracts and contract amount. The government is currently contemplating the single award of a firm-fixed price contract for the below-referenced services.


 


Description:


 


Fort Greely’s Missile Defense Branch (MDA) and USACE is doing an investigation into the current state of SILO shafts in Missile Field 1. In order to complete the study of the status of the SILO shafts the temporary weather covers on each of the 14 SILO holes to be investigated must be removed. As a result, a scope of work to remove and replace the weather covers has been created.


 


The purpose of this contract is to remove the temporary SILO weather covers in Missile Field #1 on Fort Greely. This project’s scope will consist of engineering the lift, removing all 14 covers, installing safety barricades around all holes in compliance with OSHA 1926 and EM 385, and replacing covers once the investigation has been completed. The location of the 14 empty SILO’s and Missile Field 1 will be provided during formal solicitation. The temporary weather cover drawings are will be provided during formal solicitation. The contractor will ensure that all work performed under this contract will be completed in accordance with the applicable specifications and drawings.


 


The contractor will be required to plan and schedule work activities, and provide a daily plan for work activities, to the Project Manager prior to the start of work activities. The contractor will be responsible for coordinating their work with the government’s security escorts and with the government to ensure the appropriate number of escorts are provided.  Coordination for the number of escorts required each day must be scheduled and planned no less than 7 days in advance of the planned work.


 


This work will be completed within an active missile field and all access to the site is control via an authorized access list at the entrance gates.  This list is generated simultaneously with the base access list from the base access roster, if an individual is not on the list they must be escorted while on the site by cleared personnel only.


 


The Missile Defense Complex is an operational missile launch facility. Launch Hazard Zones (LHZ) have been established to define the limits of areas expected to experience unacceptable levels of exposure to heat, flying debris, and gases generated by a missile launch. The work required by this contract is within the LHZ. The LHZ limits are indicated as attachment A to this specification. The work required by this contract is within the LHZ, and a mandatory emergency evacuation may be required. If mandatory emergency evacuation is required, the contractor shall follow the evacuation instructions on the attached LHZ forms. The cost for the evacuation will be reimbursed by modification to the contract.


 


The Contractor shall be subject to restricted access control for employees since the Fort Greely Installation is a closed installation. Site access and operation hours will be coordinated with the Project Manager. There will be no work hour limitations for this project. Other contractors on the site will be working 24 hours a day 7 days a week throughout this construction season.

The NAICS Code for this effort is 238990 (All Other Specialty Trade Contractors).


 


As stated above, the Government will use the information provided by interested offerors to determine our overall acquisition strategy. In response to this notice interested offerors should submit a capability statement (5 pages or less) in written format. The preferred method of response is via email to all Points of Contact (POC’s) listed in this notice.


 


Please insure your capability statement includes the following:


(1) Summarize how your company is uniquely capable and qualified to perform the required silo weather cover removal services within the schedule referenced;


(2) Summarize projects completed similar to the projects outlined above. The list of relevant projects shall include the total cost and duration of the projects;


(3) Business status;


(4) Capability and experience in doing work for Federal or State Government; and


(5) Overall rationale why your company would be the most highly qualified contractor to perform the subject services.


 


Capability Statements shall be submitted as soon as possible, but no later than the date and time listed in this notice. At a later time the government will issue a draft solicitation for industry comment. Questions shall be directed to Points of Contact listed in this notice.
